A Google Voice sign-up depends on more than the SMS code: supported region and an eligible Google account both apply.
- Check that Voice is available for your account and region.
- Make sure the number type requested is a mobile SMS line.
- Understand that receiving the code does not mean a Voice number is assigned.
Worth knowing: Voice availability rules change by region and are set by Google, not by the number.
How to get a Googlevoice verification number
